Рай (Илья) Чернобай - автор, независимый консультант в сфере многосторонних соглашений с 2007 года. Основатель экосистемы проектной кооперации КОЛОБОГ.

Организовал работу первого гибридного юридического бутика по альтернативному разрешению арбитражных споров с участием монополий в сферах от строительства до кинопродюсирования в России и ЕС. Автор мини-энциклопедии созидательного коммуникатора "Переговорщик", со-автор единственной в мире  деловой стратегической игры, не имеющей соревновательных элементов.

Выпускник СГАП (право) и ЮРГТУ (экономика и управление) с отличием, Osgoode Hall Law School по программе Project Finance, BIMM Institute (Event management), Pulse College (Film music).

Провайдер авторских тренингов "Who is the "nice guy" in creative economy and why?" и "Сверхэффективная команда и беспилотная управляемая ракета: что общего?".  

Участвовал в рабочей группе миссии ОБСЕ на парламентских выборах в России 2016 года. Член международного союза композиторов «21 век». Медиатор десятилетия по версии TOP in Planet.

Before letting myself to honestly answer my own emergency call for music and film, I've been intensively occupied by the idea of fair economic competition, entrepreneurship and good governance practices. 

Back in 2009 I've set up first world legal boutique, specialised in public procurement mitigation, and has been resolved disputes for social benefit, while consulting small companies in their business relations with monopolies and companies in dominant market position, including law enforcements and crown corporations. 

Traditional degrees in law and management, combined with intense independent practice and passion for social justice, allowed me to discover effective and creative ways of multilateral interests mitigation, including signature universal "Ultimate beneficiary" strategy.  

After that, I've graduated London School of business and finance (where i studied business english), Osgoode Hall Law School (Public-Private Partnerships program) (Toronto, Canada), European Academy of Fine Arts (Fundamentals in music for films and visual media) (Varna, Bulgaria), as well as BIMM (Music business and Songwriting short courses) (Hamburg, Germany). 

In between, I once temporary served as a legal analyst assistant for OSCE ODIHR elections observation mission, self-produced two song albums (in Russian), consulted socially-oriented companies and individuals, facilitated few infrastructure development negotiations.  

I also proudly quitted Founder Institute (HQ in San Francisco) and totally failed both in fight with corruption. Recently, I've summed up some of my collaborative experience and professional outcomes at “Creators negotiate” book.

Ability to compose short original compositions for classical orchestra has also gained me a membership at International society of composers “21 century“.  

Currently, I am based in Svetlogorsk (Russia) working on Kolobog  ecosystem.
